sorry if its a "noob" question, but whats the difference between OC and Intel's Turbo Boost? Is the latest one more "safe"?

Turbo Boost just briefly boosts clock speed when you need it, Overclocking increases cpu frequency to more than the recommended rate. it can cause instability sometimes but is not dangerous, if you don't increase core cpu voltage

if by safe you mean no crashes than the answer is turbo boost which is automatic anyway
