Once you have built a high end PC for the first time you'll be able to upgrade very easily. That is make sure you only have to upgrade your graphics card as often as you'd upgrade a console and it will be much cheaper.

I wouldn't pay extra for an NVMe hard drive. It is nice to have but a standard SSD Sata 3 can deliver the goods.
