Install good drivers, I like 'slimdrivers' free mode to find drivers to install, along with making sure you have your 3d video card drivers installed. Otherwise a fresh install of windows with the right drivers is about as fast as it's going to be.

If it doesn't have an SSD, you can put an SSD in there and it goes way faster. There might be other parts to upgrade too, although HDDs are like 50x slower than the slowest SSDs, and that load time affects everything you do.
