Press triangle. If you're in a location where it can be used it will appear.

Once you have completed Rank 2 and all you have to do is press triangle and your golf cart appears

So I am assuming the driver is the last boss for rank 2 then? Because I have a woman standing by the cart right now saying I have to beat someone in racing gear to use a golf cart.
