It'll run cooler than an air cooled model, but requires a custom loop, as for overclocking, always silicon lottery, though I'd say that the GPU itself would be higher quality compared to their lower end models. Noise would depend on the cooling loop and how much radiator space you give it, as well as the fans used, and the speed they're run at.
I own this exact card. It overclocks well, and on a 480 mm radiator the card will get 5 degrees warmer than room temp at most. I normally see 20c at low useage and 25c during VR and multi monitor gaming.
