Why do low elo players find the concept of switching to counter so difficult?

If you're good enough, you will eventually climb out of your rank. I placed bronze in S3, but now I'm hovering around high Plat/low Diamond

Because a good Pharah can easily play around a bad widow. Counters aren't everything. Even at high elos.
Playing better than the enemy is much more important than playing what counters.

You can do like I did last night and poorly play Winston to try and counter a really good Gengi, Symetra, and Tracer. Get your ass kicked and lose a lot more SR than you would have if you'd never switched.
