1060 6gb or 1070
Go for an AIO, personal fav is corsair h115i (could be wrong but it's a 240 rad)
750W is more than you'll ever need
Go for cheap ddr4 16gb since ram prices are stupid
Mobo just pick one to your color theme, maybe one with easy OC
SSD or m.2 for OS and main programs, 7200rpm hdd for bulk storage
Can't comment on blue ray burners, no experience.

I would also look into Ryzen, might be better for workstation but you'll lack in gaming performance.

I am getting the Noctua DH-15 instead of an AIO. It cools just as well as closed loop water systems and comes with a 6 year warranty, compared to 2 or 3 year warranty AIO's. I have used a Hyper 212 plus on a I5-750 overclocked at 3.8 Ghz for almost 12 years with no issues. Try that with watercooling.
