Steam wont let me download or update my games, I tried disabling the firewall, tried clearing the download cache and also tried to manually remove steam but it still won't let me update or download. Even deleted everything

Also tried to change the directory my games are located ( from F drive to C drive) but it's still is stuck at 0/0
