Ok, I've been searching for answers. To no avail, my PC recently has been having loading issues with textures and stutters. It's not my cpu, GPU, and it's not my motherboard. So is my HDD dying. Mainly in games and kind of slow transfer rates. I did a SMART test but it says it's healthy.

I would start with a complete disk check of the files on the drive, then de-fragment it...if you really believe that's the issue.

Yea I defragged a week ago it was about 200 gbs

Did you disk check it?? Because moving files that are not correct makes it worse. I always run the check before defrag

Then..I am guessing it's just a windows issue....I am not sure how long you have had your windows install up and running. But I found clean installing the newest version (1709) is worth the time it takes, to get rid of any little bugs like this.
