I swapped cases and everything has seemed to work just fine expect my
Network I’m on a wired connection my download speed for steam is around 500 600kbs but after I swapped it seems to be around 20kbs. I can’t figure it out. I’ve reset router and network settings on my pc cleared download cashe..

And you didn't some how set it lower in steam settings? Wouldn't think you did, but if it's not that... I'm not sure.

run speedtest, if it is ok there then the problem is on steams side
