Not that I’m aware of. Maybe after you unlock it possibly. Haven’t checked yet, but as far as I know, no she does not.

You can only buy it from Ikora if you have already unlocked it via brother vance

Thanks guys, it took a lot of time and grinding, it is very possible to do, I work 5 days a week and work 10 1/2 hours days ao I only play for a couple hours a night and all day on days off. I'm just now getting it.
