Do you need higher than level 3 bait to catch ????? Fish?
I'm working on my second character and I'm having no luck catching the mystery fish!

Nope... well... heck I dont know but I would think that playing a few times on the same spot usually brings them in. I think the higher bait just raises the % chance of obtaining them I think.

certain fish u need the special baits to catch but thats about the only limiter

You do need high fishing level to keep some fish from breaking the line.
