No, she is a lot more powerful but she was much weaker with the highest skill cap in game

I think that was the right move. Jeff said he wanted to change the game and the meta with hero 27 but if we just had hero 27 then the game would be unbalanced. So, Jeff buffed wombat to work with and counter new team comps. Now sombra can help attack and defend making her an actual useful hero. And to balance her he made it so she doesn’t get ult charge from hacking healthpacks so I think that’s a fair trade
