This issue will be fixed in a patch that'll be released in early 2018.

For example, if the base chance of getting an Exotic is 1% (probably not the correct drop rate), the Three of Coins bumps this up to just 1.5%.In addition, Bungie revealed today that the item does not work as intended in Heroic Strikes.
