If only there was a place where he could annoy us! Sadly, there is not.

To be fair, the open world courses can serve as lobbies... The problem is that there are many more players on some courses and you can't pick which open world instance you'd like to join (like the "floors" in World Invitational). The worlds are also much larger, so it is much more difficult to find your friends without going to the menu.
