What is the point of this pip-boy app? Is there any reason to actually use it?

I thought it might be cool to just look at when I’m bored in class, but it only works when the game is running.

It does everything your in game pip boy does, granted your connection works properly and everything is set up correctly. I personally don't use it as it lagged behind the actual gameplay (due to my WiFi signal and stuff..) plus it's not very handy to use it whilst browsing your inventory. It's a cool concept tho imo and I think you should give it a try and see if you like it or not

There was one thing that it made slightly more convenient, but I can't remember because even then it killed my phone battery and wasn't worth it.
