Support
Primary Fire (Plasma Launcher): Fires projectiles which act like a combination of Symmetra’s and Zarya’s secondary fires, medium-speed projectiles with a slight arc as they move.
Shift (Borrowed Tactics): Each time he uses it, it becomes a random self-preservation/movement ability from this list, and the cooldown is based on what move is next.
(Ice Block, Wraith Form, Fade, Swift Strike, Guardian Angel, Soundwave, Blink (two charges), Jump Pack, Fortify, Take A Breather.)
E (Borrowed Tech): Each time he uses it, it becomes a random ability from the following list. The cooldown is based on which move is next.
(Barrier Projector, Armor Pack (two charges), Protective Barrier, Concussive Blast, Biotic Field, Biotic Orb, Photon Barrier.)
Passive (Balancing Act): Nearby enemies at 50% or higher health take 2.5% extra damage and deal 2.5% less, while nearby allies below 50% health take 2.5% less damage and deal 2.5% more.
Ultimate (Unbalanced): Can be used on one hero from either team, similar to how Nano Boost targets.

If used on an enemy, after one second, the target’s abilities are all set on a cooldown of five seconds. In addition, for those five seconds, the hero loses all shields and armor, and deals 50% less damage. This damage reduction does not stack with Jeff’s passive.
“We’ve decided to buff (hero)”
If used on ally, that hero’s cooldowns regenerate 50% faster for five seconds, and their movement speed is increased by 10% during the duration. No activation time.
