Sorry or posting on here alot but is this normal? Task manager is at high cpu usage then drops. I recentley had an encounter where cpu was at %100 during a windows defender scan. Will my cpu being at %100 earlier have effect on my pc preformence or damage anything?

It always does that when you open task manager.

Yeah because it’s opening a program, it Jumps for a sec then falls back down. Also you have like 2 antivirus working at once. So if one scans it’s gonna take all the resources.

Defender is known to cause that

if windows defender is running a scan in the background you may have issues in game performance wise.

Well obviously if u open a new process the cpu will focus on that for the time it takes to open.
