He is actually pretty easy to counter. As the basic tips in the loading screen says. Mid range is his best. Either get close up, or snipe him. As a Mid Range Zarya player, I find it easier because soldiers like to hold down the fire until they run out. So Im charged when I start dualing him.

I mean an ultimate requiring mechanical skill but with higher trade off would be cool but otherwise changes to soldier are unnecessary
