yes it can slow down your system. particularly the drive in which OS is installed. if that drive is full it will slow down your system for sure

You need CCleaner ... i use it on windows 10 and it works fine

Worth checking temp files as well. Be surprised how often they aren't deleted and after a while can add up to a fair bit.

+ clean your system from inside. dust also results in slow computing speed

if it's defragmented, optimized, and accessed read-only, no. Most consumers don't know how to do all three of those things, though, and that last caveat of being read-only is usually a dealbreaker.
