Well I don't main phara but
When I play her I just kind of stand on a ledge and shoot, and I mainly only use the rocket boost when getting shot at or ulting.

Just use her jet pack to get to high ground when nessiary. I'd play her kind of similar to Soldier. Flying in the air makes you an easy target, so I try to avoid that at most costs.
