I just saw the new pharah skin and was wondering is it just a regular skin or will it be part of a event?

All the skins from BlizzardWorld (Including Pharah) are non-event skins that will be part of the game. No time-lock, regular cost, etc.

Looks to be a Regular skin since it wasn't announced with the Blizzard World Skins. All the new skins coming from Blizzard World are perm skins. Only Holiday and special events such as Uprising are temporary skins.

Also you can get all of the Blizzard World Skins in Normal Loot boxes.
