Guys I need help with this!
I’m buying a samsung CFG70 from a friend today. He says that when he turns the screen in the morning it would have 3 horizontal lines at the bottom but they would go after 30 seconds.
Now, could this be an issue or shall I just ignore it and buy the monitor?

I'd say he has an issue. Obviously monitors are not supposed to have lines going across it. Either his monitor has issues or his gfx card has a problem

I should not buy it better save up a bit more and buy 1 new or descent one then one with problems
