I think you just go up to the guy at the desk in the home area to enter tournaments

There are 2 people in "home" that mention them. The old guy giving the quizzes and the lady dressed in black in front of the turf war gate.

The tournament desk -- a green tent with a guy and a monitor. Trying to think what else is around there that can be easily described... in the home area to the right of the shop, there's a putting green nearby.
