To answer your question, you use GeForce experience and it will let you optimize select games.

Consoles don’t optimize games... games are optimized for consoles. GeForce Experience just messes with the settings based on a guess for your current hardware.

All gfe does is set based on your gfe preferences, not based on hardware

For some of the larger AAA titles (for example COD WW2) they push out specific updated drivers that are for that game making it run at it's best. If that's what you mean by optimising, then yes.
