Depends on your os, spam F8 to boot to safe mode, then disable every start up processes via task manager, should be fine then.

All those saying reinstall i cant stress this enough, create a live linux, any flavor you want, ubuntu kali, debian as long as it has a live mode, transfer all your files to another drive and reinstall if you format windows and rinstall all data will be lost

wipe, or get another drive, boot to it, and see if the old one is still readable from the new one.
