Gift cards yes. Downloads no, cant possible download a 3ds/wii u game from the switch eshop

If you are talking about gift cards, yes they do. Download codes for specific games do not.

Yes, even if you add funds on a 3DS and want to buy something on Switch before paying it will ask you if you want to transfer/merge funds from other devices and you can use whatever credit or money you entered in another device
