coz it's pubg. my 1060 also goes to 99% and 70-72°c temp while in main menu

Because the game is utilising your graphics card to output the game window...

it wont be if there was fps limit but ur pc is trying to get as much as possible fps so its on 100 load

If gaming and not at 99-100% load, your cpu is bottlenecking your gpu.

Pubg is poorly optimized, especially in the lobbies. Don't worry about it.

Gpu is doing its job properly. All graphics card should do th same when in-game. It will try to output as high fps as it can.

I have seen this behaviour took but I think it is coz u r either running the game in windowed or u are Alt tabbed out of the game PUBG counts taking your mouse to the other screen as Alt tabbing and doesn't minimize like other games ,
I have a gtx 1080 the card doesn't get over 85% but if I minimise it I reach upto 71c and 100% , I have gigabyte extreme card in other games at ultra maxed out doesn't cross 66C .but this 100% happens when game isn't in focus & full-screen .

Sometimes the gpu is making tons of frames if you don’t have the frame level capped.
