They spawn in pairs normally but I have a lot of luck outside and inside the cave at viking bay

Cave at Viking bay, sometimes at the beaver dams and the ponds in the red woods alongside the barrier against the locked half of the map. Its not guaranteed but have found otters in all 3 places

Any inland water source where salmon spawn. Kill the fish, spinos, hesperornis, barys until an otter spawns.
