Amd vs. Intel Processors which is more bugdet friendly and good quality?

Quality of CPU is pretty much irrelevant if you're talking about build quality. They're all fab'd to the same spec which has ridiculous tolerances. No modern day CPU is better "quality" than another.

Below that Pentium g4560.

Above that... Wait for threadripper and i9.
