She is more effective as a dps, and giving her a limit on how much she can heal tends to force players to focus more on dps just to keep her healing bar topped up really doesnt help issues.

one of the matches today i literally stood in front of a moira while i had 8 health left spamming that i needed a heal and they just stood there andonly launched off the damage bounce ball thing that i forget the name

Easier to heal when people aren't scattered to all corners of the map taking ineffective single duels instead of getting on or near the payload or point. If I don't constantly heal as Moira, that is part of why.

Then again, some Moira's never seem to know when to heal, or never try at all. That's irritating.
