Are you playing other games while trying to download them? Steam doesn’t allow that by default, but you can turn it off and even throttle the download speed so it doesn’t make you lag as bad

My steam does that as well. Try cancelling the other games and limit to whichever one you want first and then do another one and so on. If not it switches and I can't figure out why.
