When I run Valley benchmark, i get minimum fps around 24fps instead of a much higher....

When I run Valley benchmark, i get minimum fps around 24fps instead of a much higher. I have a 4790K and a 1080Ti FTW3
I have seen many people getting higher lows even with weaker cards. Do i need to reformat and do a fresh windows install?
A friend recommended me that
