1.Intelcore i5 7600k+ Asus prime z270-K+ cooler master 212 LED TURBO
2. Intelcore i7 7700+ Asus prime B250-A

Don't care about LED RGB stuff, I only care about performance,

7600K can pull ahead when OCd.

Since both have 4 cores, the clocks will matter much more. Get the 7600K and 212 LED.
