I have a Dell XPS 8700

8gb dual channel DDR3 1600mhz
I do plan on upgrading to more.
NVIDIA GeForce GT 635 1gb DDR3

1. As is, can I play Skyrim on high specs and modded?

2. What is the highest gpu, I can upgrade to(without upgrading anything else)?

You can run any modern gpu on that system. You may need a higher wattage power supply but that's not an expensive fix.
