Personally I would get an air cooler for about $50 and put more money into the Power supply. The PSU will make more noise than you think compared to the cooler.

if you put about $20-30 into the psu you can spend more to get a 2tb HDD as well.

Also ryzen benefits from faster ram so look out for faster ram on the market

Maybe better to future proof, so 1600 with stock cooler+a good psu+3000Mhz ram kit and you are good for the next years.

remove the hdd and ssd and go with sshd if you want to go lower

Can also change the case for the thermaltake case and save a few bucks. Plus if you sale shop will easily meet the 1200$ max budget. Check out evga b stock items as well and save a few more dollars. Don't skimp on ram with ryzen and.power supply quality must be good.
