Need more storage space. Have a old 250gb hdd with win 7 on it and a few steam games. Would it be safe to hook up and format it to delete everything off of it and use it?

Sure, reformat, create partition in Disk Manager and you will be good to go.

If I hook up the other hdd it won't try to boot into it will it?

Yes. Just save anything you want saved in the cloud or on another storage device.
