My choices of CPUs for my board are;
I7 4770K, 4771, 4790K, 5775C
I5 4460, 4590, 4670 K, 4690K, 4430, 4440, 5675C
I was going to go with an I5 and a M.2 SSD, but a I7 4770K is within my budget, and that would mean keeping my old SSD.
Maybe not a 4790K as I have about $250- I already own the motherboard and I can't afford to replace 3 different parts (MOBO, CPU and RAM) but my Proc died, so a new CPU it is, as I have a MSI Z97 SLI Krait and DDR3 already. So yeah I know a 7th or 8th Gen would be better but I have to go with the parts I already have.

4790K if you are planning on gaming mostly

I am mostly gaming but budget wise it would be mostly be between the I5 4690K and I7 4770K. The 4790K's are around $300-

The 4790K is the obvious route. But you also have the 4770K among your choices, so why would you choose the 4790K over the 4770K? Here's why:

1) The 4790K was manufactured later with a more mature refined 22nm process, since it came out later.

2) The IHS on the 4790K is made of better material compared to a 4770K, so it'll run just a touch cooler. A few degrees may not make much sense in hindsight. however, those few degrees difference means that the fans coupled with your CPU's Cooling solution will be making less noise, too.

3) At stock, has a higher clock speed compared to the 4770K.

4) If you wish to overclock, whether you choose the 4770K or the 4790K, you'll be needing to delid it for better thermals. But there're obviously some risks involved in delidding a CPU, specially when going through such a procedure voids warranty. If you don't wish to delid, then the 4790K is the obvious choice.

A 4790K at around 4.5 GHz is still ample to power a GPU such as The GTX 1080 Ti, I wouldn't recommend going for a Haswell i5, specially if you're into multiplayer games like PUBG, Battlefield. The 4690K is the obvious value choice if you wish to spend on other components, but the extra threads that comes with the 4790K helps to maintain an overall higher minimum FPS compared to it's i5 counterpart.

Now here's a difference perspective: What if you can buy something used?

If you can grab a used ASRock Z170, and a locked 6700, you can overclock the locked SKU using ASRock's SKY OC feature, regardless of intel blocking out the overclocking feature of the Skylake locked SKUs.

You can also use a modded UEFI image to make any ASRock Z170 motherboard support the Core i3 8100, though I am not sure this can be done on other Z170 motherboards other than ASRock.

Dont get an i5. My 4670k just can't handle bf1 without OC

Here in lies the issue. A I5 4690K will run about $170 and an I7 4770K will be about $220. Those are the prices I am finding. An I7 4790K is $300 to over $500. I only have $250 to work with I might be able to get one if I snipe one at auction but definitely not at the Buy It Now prices.

My old CPU was an I5 4570 but my AIO was a ThermalTake Water 2.0 that was about 4-5 years old and the pump went causing my CPU to burn up. I would have had more $$$$ but I bought another AIO in the hopes that the CPU still had some life left. But nope.

I have my old set-up minus the CPU. 8gb DDR3, a GTX 1070 Gaming X, EVGA PSU, 256GB 840 EVO SSD, Two 2TB WD Black's ETC....

I mean next month I could upgrade the RAM and/or the SSD. BUT right now I have a phone for internet. I have a new HATE in my life and that is Mobile internet so any "M".newegg.com, "M".amazon.com, "M".ebay.com is killing me slowly.

I don't do any large multi-player maybe some LAN KillingFloor2 or heavily modded games like Skyrim, FalloutNV & Fallout4. Other than that my newer games are Hellblade and Assasin's Creed Origin.

So really I don't mind spending the $250 on a CPU but I am really thinking that my choices are going to be between the I5 4690K and the older I7 4770K. I will try for the I7 4790K but IF I can't get the chip which of the other two would you buy if it were you?

Sell everything and go Ryzen! You’ll at least have enough for Ryzen build if you sell all that 4th gen platform! I Just recently sold a 4670k with Asrock Z97 Motherboard, 16gb DDR3, 500gb Hard drive for $300! Spent an extra $100 and got a Ryzen 5 1600x, Asrock AB350m Motherboard, 8gb (4gb x 2) DDR4 3000 ram, Cooler Master Masterliquid ML240l AOI

With your extra $250 on top of selling your 4th gen parts you will have enough for A Nice Ryzen Build to hold you off for a long time! A 250gb ssd are cheap now days and that can be included with a new Ryzen build for under $500

For gaming, i5-5675C/i7-5775C would be best thanks to the 128MB L4 edram cache, but getting one at a reasonable cost is near impossible.

Damn I didn’t get a chance to read your specs but yeah if you already have ssd and a AIO then your really only spending $400

I’ll make this short... I had a 4670k with a GTX 1080 Sold the 4670k, Motherboard, Ram, and Hard drive and picked up the Ryzen build and have made the best decision ever! My average and 1% FPS are way better than when I had the 4670k build! I am and have always loved Intel! I was in the same shoes as you deciding if I should get a 4790k or a 5770c but when you take a look at all the prices on them processors for 4th gen, I can just sell my old platform and add $200-$300 out of my own pocket and get a newer platform and just reuse my old hardware like video card and ssd! Reason I went new platform was DDR4, M.2, and expandability!

Noah Vang you realize that for gaming, intel destroys amd with their cpu line up. my 8700k is alot better than any amd when it comes to gaming. i can also stream 1080p 60fps with it. Mark Dunckhorst what are you doing with your build?

Joel Bason are you serious With your comment! If you would read his posting he has a set budget! The 8700k is out of his reach! Let alone just for a Motherboard that supports the 8700k is near his budget! AMD has the better offering for his budget! Read before commenting!
