If you have the upgraded PlayStation or Xbox, yes. If you're on PC it depends on your GPU and settings

4k tv will probably have more input lag itself as well, around 20-60ms compared to 1 for a good monitor

Only if you’re system can run it, so if PS4 pro/ xbox1 x and high end comps will look better

4k upscales so of course it's going to look better, especially on an OLED. But then again Overwatch has cartoony graphics so it doesn't really make it look any better.
