I've got $115. Pairing with a Xeon E3 1220, what GPU should I get? I was thinking probably 750 ti or RX 550. Both the 4gb models. Still also need to buy RAM and an HDD, but I can get those from some used computers if I have to.

It's pointless/useless buying the 4 GB VRAM 750ti/RX 550. You won't see any difference between 2 and 4 GB VRAM from these cards.

I'd try scout out a used 780 and then get the ram/hdd from used computers

Might as well go for RX 460/560 2GB, anything more than that would make that Xeon have trouble keeping up.
