if i build a brand new pc, can i boot from the ssd with windows on it from my old pc by just swapping it over?

planning on building a new pc but my internet is awful and so dont want to have to start over again.

Always best to do a fresh install. You may get away with booting it up and doing a "reset this pc"

Yes, when i built a new PC and installed my old ssd, it booted on the old windows, but it is better to do a fresh install of Windows

Fresh installs are nice but if you just want to get on with things, you could just plug your ssd in and carry on same as before.

Yes but you will have to reregister windows and install the new stuff. Its honestly better to just reinstall windows cuz you still have to do the same things but now theres no other crap for the other system in there

You sure can. I upgraded totally from a 2500k to an 8700k and it loaded right up.
