A little i think, you want to get the QQ bang item, you getbthem by combining chlothes. Its in capsule corporation place.

Yes.
Play normally and when you start to aquire level 5 clothes with the stats you like, go to Capsule Corp , near from Bulma there's a robot who make QQ bangs.
There you mix 2 clothes + combination item (normally a senzu is ok) and the QQ bang are cool because override the clothes stats and multiply x5 your stats.

They can, as your stats increase or decrease depending on what you wear.

This can (thankfully) just be overridden by a QQ Bang though, meaning you can dress freely.
