Press start go to settings then controls i believe and should be an option for steering wheels click on that and try adjusting your deadzone i believe

Yo gotta change the degrees of rotation on whatever the software that comes with the wheel, you can download it for free, I use a g27(Logitech,)....or you can change the settings in the wheel options in controls in the start menu
