I only gotten D.VA's, Tracer's & Sym's, the OLD skins. But here's what I do wen it comes to getting ANY of the good skins: Most of the loot boxes I ever opened, keep dropping shit like voice lines, so, I'm buying all of that crap with gold. Out of the roster, I'm done with the first row, almost done with the bottom, and all that'd be left is the middle. And before that, I got all the basic skins. So, I'm hoping that unlocking all the crap, gets me the better skins afterwards. And just to be safe, I'll unlock the crappy sprays as well once the voice lines are out of the way.
