Short answer - no it doesn't. You can program fine on a Rasberry Pi.

You should be fine, when you get to more complex code i recommend a decent laptop.

Run 3 programs in DEV/TEST/PROD environments while running an incremental backup while editing an error report.. things can get sitcky not to mention you're running an email and RemedyForce.. i'd say a good amount is 16GB

But no the cpu or ram doesnt matter... Just about and pc can do it

Developing on a low spec system could force you to learn to program efficiently but, eventually waiting for builds will get annoying.

Any netbook or Ultrabook is fine even the cheapest version

I wouldn't sweat it beyond ease of use. I code on a used corporate ThinkPad I picked up for $100. Is it slower than my other machines? Yeah, but it does it's job just fine.

Now monitors that tilt vertical, THAT is kind of handy.

Programming no. Running the result of that programming...all depends on what you program and how well you program I I guess...
