On dedicated: DONT block artifacts unless there is a cluster or admin shop to buy them. Nobody should be allowed to build where there is artifacts because we can't just transfer to another server until we find one where we can get to the artifact. You CAN on official because there is hundreds of servers where you can get the same artifact from. So on official, build whereever the fuck you please. But on dedicated? No.
