Defens heroes are very situational, rat was 1 year ago only spamming and hoping to get Kills, hanzos shots are often random too. hanzos often spam chokes with their arrows also hope to Hit anything. Mei is easy to counter and very situational, like widow- can get countered easy by shieldtanks or good flankers, but against smth like pharah mei i would pich her.
Builders are very situational too, bastion attack can be op, but Not on every Map against every comp, thats why defensive heroes are generally hatet and most of them only tier4 or 3
A good soldier can do in most of the Cases more damage than any def hero
