Depends, I've sat outside the enemy spawn before in the literal sit emote as Bastion and just said hello to the enemy team as they came out, I believe that is friendly camping.
It's a legitimate strategy. You have a spawn you can stand in and not be hurt, and you can break out of it with correct ult usage and hero swapping. There is huge risk involved for the team that is actually doing the trapping.
