Windows "Custom themes/3rd party themes"
Is it safe? Does it affect the system and gaming performance? Maybe i'll give it a try if it doesnt.

Anyway I should answer what you asked. No this doesn't eat up performance but if you use rainmeter, Skin Packs and Transformation Packs...You might face some performance drops and these type of themes are very difficult to uninstall/remove....

the cpu usage goes up. even if it's idle, you will feel like an ultra settings game is running. i know cause i used to have that before.

To be very honest these look terrible, try rainmeter or just wallpaper engine

Usually the system slows down,but only a bit. It effects boot time the most.
