Check settings look at refresh rate

If you do not have a g-sync or freesync enabled monitor make sure you have vsync turned on. Also make sure your vertical refresh rates are set to the maximum for your monitor in the Windows operating system also in the game system settings

I would say blur though there is another technology used that NVIDIA will not draw if not in direct sight. I can't think of the name... This was in GTA for example.. I always disable it.

Unplug and plug in your HDMI cable again. I face the same problem every now and then and this seems to temporarily solve the problem

this can actually just be your cable, but try connecting your pc to a tv or something and see if its the same
